Yesterday I was looking for jobs and I found this cool little hiring practice of the Federal Government here in the United States. There is a law that directs federal agencies to non-competitively hire qualified individuals with diagnosed disabilities.According to the law (seen in section u of the link), if the person has a proof of disability, a certification of job readiness, the Federal Goverment agency “may appoint, on a permanent, time-limited, or temporary basis” and individual with a disability. These rules under the civil service were implemented under Executive Order 12125 under the Carter Administration, and then President Clinton further changed the laws in Executive Order 13124.
So What Can I Do To Get A Job Non-Competitively?
According to the Office of Personnel Management, the following needs to be done in order to be hired under this authority
- Proof Of A Disability
Proof needs to come from a licensed medical professional, state or federal rehabilitation specialist, or a federal agency that dispenses disability benefits. - Job Readiness Certification
A Job Readiness Certification may come from those who offered the proof of disability, it states that you are qualified and capable of the above job. If you don’t have one you can seek temporary employment under the same civil service rules.
Who Do I Contact?
The Federal Government provides a contact list of people in each agency of the government that is the person you contact in regards to this act. These people would be able to provide more information on how to gain employment through this act with this agency.
The Fine Print.
The civil service rules state that those with physical disabilities, mental retardation, or psychiatric illness are able to use use this authority. While Autism is not medically considered neither of the above, I think when it comes to government rules would consider Autism and Asperger’s a psychiatric illness.
